World Wetlands Day, officially known as the Convention of International Importance, especially as Waterfowl Habitat is commemorated annually on 2 February. It marks the day of the signing of the Convention on Wetlands on 2 February 1971 in the Iranian City of Ramsar on the shores of the Caspian Sea. World Wetlands Day was first celebrated in 1997.

Wetlands are land which is transitional between terrestrial and aquatic systems where the water is usually at or near the surface or the land is periodically covered with shallow water. Under normal circumstances, this land supports or would support vegetation typically adapted to life in saturated soil (National Water Act, Act 36 of 1998).

South Africa has 26 Identified Wetlands, with a surface area of 563,005 hectares in total, which are of International Importance. The wetland ecosystems in South Africa are known to be critically endangered. The Ramsar Convention also created the Montreaux Record as a tool to protect, as a manner of priority, wetlands that are or will be threatened by technological development, pollution or human activity.

To understand the value and importance of wetlands, one needs to primarily understand what is meant by Wetlands as stated above. Wetlands play a vital role in ecosystems, wetlands contribute flood control, drought relief, nutrient retention, soil protection, fish nurseries etc. these contributions are critical in maintaining terrestrial and aquatic ecosystems.  Over the years Wetlands have become critically endangered due to Climate Change, eutrophication, water pollution caused mainly by anthropogenic activities (mining, development within and around wetlands) and by other processes (erosion, Invasive alien plants). This has led to Wetlands being regarded as of high International importance.

There are different types of wetlands such as marshes which are characterized by soft- stem vegetation. They are sometimes saturated with water and grasses growing in wet soil conditions. Marshes are classified further as tidal and non-tidal marshes both with different characteristics. Swamps are wetlands dominated by trees and other woody plants, characterised by wet soils. Bogs are freshwater wetlands dominated by green trees and shrubs. Many other types of wetlands such as Vernal ponds and Prairie potholes are found globally across the globe.

Rivers in the Saldanha Bay municipal area such as the Mosselbank (Paternoster), Bok (Saldanha) and Sout (Hopefield) Rivers also have wetland components because the areas in which they are situated are fairly low lying and flat. This results in pans and wetlands which are highly seasonal to the low rainfall in the region.

The Langebaan Lagoon is a large saltwater lagoon; is listed as a Wetland of International Importance (Ramsar Site) and is situated in the West Coast National Park. The salt marshes contribute 32% of the entire saltmarsh habitat in the country. The lagoon furthermore servers as a nursery for the development of juvenile fish. the lagoon supports large populations of crabs and snails, marine algae, waterbirds (Waders in summer) and Palaearctic migrants.

First Confirmed COVID-19 Case in the Saldanha Bay Municipal Area

STATEMENT BY THE EXECUTIVE MAYOR OF SALDANHA BAY MUNICIPALITY, ALDERMAN MARIUS KOEN

Today, the Western Cape Government confirmed the first COVID-19 case within the Saldanha Bay Municipal area.

We have not received any other details regarding the patient and are awaiting a more detailed update.

I really want to plead with all residents to please stay indoors, continue practicing social distancing and handwashing during this period and to not be arrogant about the seriousness of this virus.

Saldanha Bay Municipality urges communities to take heed of the lockdown measures and to act responsibly to contain and prevent the further spread of COVID-19 within the municipal area.

Update on Saldanha Bay Municipality’s COVID-19 Disaster Management Joint Operations Centre

STATEMENT BY THE EXECUTIVE MAYOR OF SALDANHA BAY MUNICIPALITY, ALDERMAN MARIUS KOEN

Since the national lockdown due to COVID-19 on midnight Thursday, 26 March 2020, stakeholders within Saldanha Bay Municipality’s advisory forum have been working together to ensure that our municipal area complies with the conditions of the national lockdown, as announced by President Cyril Ramaphosa.

The work seen from cluster leaders has been tremendous and has been able to keep our Disaster Management Centre operational.

The Safety and Security Cluster has been involved in enforcing regulations in terms of the nationwide lockdown in collaboration with the South African Police Services, Law Enforcement, Fire Services, and Municipal and Provincial Traffic Services.

I would like to inform residents of the following:

  • A Joint Operations Centre (JOC) is coordinating all the role-players, 24 hours per day, 7 days per week.
  • Roadblocks are conducted 24 hours per day on the R27 between Engen and KM101 and the R45 where the screening of individuals coming into our area is conducted.
  • All taxi ranks in our area are closed, however, the transportation of citizens to purchase essential goods has been a challenge.
  • We continue to monitor the transportation of essential workers through public transport.
  • The consumption of alcohol remains a challenge within our communities during this period. We closed eight shebeens and confiscated alcohol in this process.
  • To date, we arrested and charged 67 individuals in terms of the Disaster Management Regulation 11 b) (1).

 

  • Spaza shops are also a challenge due to their operating times. We requested all licensed Spaza Shops to close at 18:00.
  • In order to minimise the movement of people between towns, we instituted a road control measure in all our towns. Please cooperate with our officers when you see the yellow barricades.
  • We continue to loud hail in order to inform and educate our citizens. We have noted with great concern the movement of children on our streets.
  • We are also concerned about the disregarding of these regulations by citizens, particularly within our hotspot areas.

Saldanha Bay Municipality Local Drug Action Committee (LDAC): restoring a sense of hope in the journey to recovery

We know that when we are at war, inevitably society must deal with an unfortunate number of casualties.  Humanity engages in many wars; most often with the intent to preserve its existence.  One of our toughest battles today is the fight against drug abuse. The raging drug war leaves communities with far too many fatal injuries.  How long can we continue to allow the tragic loss of lives and witness how precious souls become casualties?

Saldanha Bay Municipality has acknowledged its responsibility to act as a key partner in the war on drugs in this area. Through its Local Drug Action Committee (LDAC), the Municipality has recently embarked on several projects to fight drug abuse.  In order to protect public safety, it is justified that the various spheres of government relentlessly pursue various policies and strategies to disrupt the drug trade and in addition, obstruct violent behaviour that are associated with high-level drug trafficking.  However well intended this pursuit of justice it remains somewhat narrow-minded in its approach.  The arrest and imprisonment of individuals and cartels for drug related offences presents only one side of the coin.  The other side, let’s not forget, is the obligation of authorities to have support structures and process in place that are equipped to manage the impact that drug abuse has on citizens’ daily lives.  Whatever we do must ignite and keep the flame that gives people hope burning intensely.   In this war against drugs we dare not compromise on efforts that can redeem any lost souls!

Hopelessness and the relationship disconnect which usually accompany addiction and substance abuse, often result in isolating behaviour from both addict and those otherwise affected by this addiction.  In other words, addiction is not only a substance abuse disorder or purely a health matter; in a broader context it also manifests as a social disorder.  To develop healthy interpersonal relations as part of recovery and rehabilitation is by no means an easy task for a recovering addict.  However, it certainly is an essential component of the recovery process. Recovery requires time, allowance for vulnerability, effort and a willing support-network. For this reason, Saldanha Bay Municipality’s LDAC advocates a “whole of society approach” and has decided to embark on the establishment of community-based support groups.  This venture is a proud first for a Municipal Local Drug Action Committee (LDAC)!

These support groups, a form of collective assembly, ideally respond to the individual’s primal yearning to participate in a shared human experience. The support groups offer a safe space for individuals, families and ultimately communities to begin the healing process where people experience physical and emotional wounds as a result of trauma. The LDAC envisions to, by means of creating access for individuals to participate in the support groups, that a safe space will be offered to those recovering from and affected by drug and substance abuse.

The support group environment creates a place that is non-judgmental and where acceptance, compassion and the importance of accountability are the stepping stones for an individual on his or her journey of recovery.  The LDAC is excited about the prospects of restored hope and dignity where drug abuse and its far-reaching path of devastation has taken that away from people.

About the SBIDZ

The Saldanha Bay IDZ is a strategic government initiative and a delivery partner for South Africa’s National Development Plan (NDP) goals, actively supporting the industrialization and growth of the economy to achieve a collective vision for the country.

The purpose of the SBIDZ is the creation of an enabling environment for the promotion of sustainable regional economic growth and job creation through the establishment of a world-class Oil & Gas Services and Maritime Repair & Fabrication Hub at the Port of Saldanha.

The Saldanha Bay Industrial Development Zone Licencing Company SOC Ltd (SBIDZ-LC) was formally awarded an Operator’s Licence on 31 October 2013, marking the formal beginning of our 30-year journey to realise this vision, utilising the SEZ legislation as a catalyst.

The SME Co-Lab Centre Launch
The achievement of our vison will support economic growth, industrialisation and sustainable job creation. Therefore the SBIDZ-LC plays a pivotal, catalytic role in the socio-economic transformation of Saldanha Bay and the region at large.
To ensure increased local participation and beneficiation in both our construction and operational phases, the SBIDZ, through its Development Programmes Unit, focuses on the strategic development and broadening of the local skills available within the SBM area, as well as the competence levels of local businesses, enterprises and contractors.

This year marks the opening of the SME Co-Lab Centre, located adjacent to our zone in Platinum Street in Saldanha. The SME Co-Lab Centre is a shared space that will offer shared offices, boardrooms and essential amenities, and where free Wi-Fi, printing facilities and access to laptops will undoubtedly bring efficiency to our local SME’s administrative burden. The Centre will also offer access to networking sessions with relevant public and private sector stakeholders and partners. The Centre is an additional resource to the larger SBM business community and seeks to complement the West Coast Business Development Centre and the work of many SMME supporting institutions and practitioners in the region.

What makes it unique is its proximity: it can support local SME’s who will be mainly involved in various business activities in and around the zone, the port and surrounding industries.

The SBIDZ CEO, Ms Kaashifah Beukes said that the establishment of the SME Co-Lab Centre is part of the SBIDZ’s strategic priorities towards inclusive economic growth and sustainable local partnerships as it supports the growth and participation of small companies, and local business associations and practitioners to connect with others. She also emphasized that the basic services at the Centre are offered at no cost to the users.

Smoke alarms installed in Middelpos and George Kerridge

On Monday, 28 October 2019 Saldanha Bay Municipality’s Fire Services Department installed smoke alarms in seven residences in Middelpos, Saldanha. The installation forms part of the smoke alarm project; initiated and implemented by the Western Cape Government’s Department of Local Government, Environmental Affairs and Development Planning in 2017.

The project is aimed at combating fire related deaths in informal settlements across the Western Cape, and at the same time, assist in creating awareness about fire safety. The new smoke alarm system has a 10-year battery life and has been proven to detect smoke in less than 15 seconds. This will help raise the alarm of a fire danger quickly, lessen the level of smoke inhalation and in so doing, save lives.

The municipality received 198 smoke alarms from the Western Cape Government’s Disaster Management to be installed in high fire risk areas within the municipal area. The George Kerridge and Middelpos informal settlements were identified as high-risk areas, according to statistics generated by the municipality’s Fire Services Department.

Saldanha Bay Municipality’s Executive Mayor, Alderman Marius Koen urged residents present at the installation to continue being alert when it comes to fires. He encouraged them to memorise the fire services emergency contact number, and to report fires or smoke as soon as it may be spotted.

“It is critical that fires are reported as soon as possible, to ensure that our firefighters reach and react to them as quickly as possible.”

Smoke alarms in the home provide an important early warning of fire, allowing people additional time to escape. According to research, if there is a quick discovery of the fire, there is faster reaction time and a better chance of escaping and survival.
