BUILDING CONTROL

Track the status of your building plans

You will be able to view and track your building plan submissions under the E-portal applications service.

The E-portal accommodates for the following types of applications.

Minor building works:

Includes boundary walls, carports, swimming pools, internal alterations and any other building work of a minor nature.

Fees do apply and can be viewed in our tariffs set out below.

Buildings:

Includes dwellings and second dwellings, blocks of flats, hospitals, hotels, churches, warehouses, office blocks, shops and shopping centres, Industrial buildings, commercial buildings, sport and recreational buildings

Demolition permits:

No demolition work may occur without the approval of the Local Authority, if a building or any part of the building must be demolished, an application (click to download) should be completed and submit the completed form via our E-portal for payment and processing.

Temporary buildings:

Any building considered to be a temporary building.

Preliminary approval:

Any application (click to download) is to be considered by the Local Authority before an official application are made.

Provisional authorisation:

Download provisional authorisation application (click to download). This application is required to start building construction prior to approved plans.

 

 

 

Renewal of building plan approval

Where a building plan has expired and no extension was applied for during the validity period, a full application will need to be resubmitted and 50% of the plan fee for that building category will apply.

Extension of building plan approval

An approved building plan is valid for only one year (12-months) from the date of approval where the building work has not commenced.

An extension of validity cannot be granted once the 12-month period of approval has lapsed.

An extension on the validity of a building plan can only be granted once, before the 12-month approval date expired.

Step 1:  https://sbm.eportal.org.za, register if you are not already registered.

Step 2: Once registered, login and follow the prompts.

Building plan submission requirements

You must be registered on the building plan E-portal to make an application.

On submission to the E-portal, separate the building plan from the application forms and name your building plan document (PDF) in the following order: Buildingplan_Erfnr_Town.

The building plan and the application forms must be submitted in two separate files and limited to two PDF’s only.

Where a building plan has expired and no extension was applied for during the validity period, a full application will need to be resubmitted through our portal https://sbm.eportal.org.za to commence building work.

If an application is re-submitted within 12 months after the expiry date, only 50% of the plan fee for that building category will apply.

Should the plan be re-submitted more than 12 months after the expiry date, a full tariff is applicable depending on the type of application and the conditions set previously or changing legislation.

By granting another person the authority to act on your behalf, they must agree to uphold the same obligations.

You can grant another person the authority to act on your behalf, by signing an agreement form (click to download). This authorisation will form part of the supporting documentation necessary for the submission of your building plan application and should include permission to complete and sign the SANS and application forms required in accordance with the National Building Regulations.

You are accountable as the registered property owner, to ensure adherence to the obligations of the National Building Regulations Act, particularly where your duly authorised nominee has not adhered to the terms of the abovementioned agreement.

Processing time
Thirty working days for buildings less than 500m², if the building plan complies with all requirements.
Sixty working days for buildings above/greater than 500m², if the building plan complies with all requirements.

Request a building inspection

Once building work starts, the following inspections is compulsory:

Trenches/foundation excavations, floor, drainage installations, walls, roof and the completed building work.

Apply for a certificate of occupancy

Once all building work has been properly completed, the owner or any other person authorized by the owner may apply for a Certificate of Occupancy.

Contact our customer care via e-mail BChelpdesk@sbm.gov.za for assistance after you have completed the request for occupancy (click to download).

A certificate of occupancy may take 14 working days to process after receiving the request, on condition that work has been completed according to the approved plans.

The building inspector will conduct his final inspection and when satisfy he/she will recommend for issuing the certificate.

If we are not satisfied with issuing a Certificate or no previous inspections has been recorded, we will not issue a certificate and inform accordingly via email.

Do not use or occupy the building without a Certificate of Occupancy.
