LANGEBAAN SEAVIEW PARK SUBSIDY APPLICATION PROCESS

Saldanha Bay Municipality commenced with the Langebaan Seaview Park housing project subsidy application process and concluded the consultation in September 2024, with further engagements with the community and ward committees up to November 2024. The Municipality will now commence with the subsidy application process with the prospective beneficiaries.

The Municipality will advertise the list of prospective beneficiaries for the Langebaan Seaview Park housing project in the media (Weslander) on 28 November 2024, where applicants can submit subsidy applications.

Who can apply for this subsidy?

Your name must form part of the list that will be advertised by the Municipality in the Weslander on 28 November 2024.
Be a citizen of South Africa or hold a permanent residency permit.
Be at least 18 years old.
Be married, be living with a partner, or if you’re single, you must show that you have family members or children who are financially dependent on you.
Show that your maximum monthly income is R3 500 or less.
Show that you’ve never owned property before.

When can I apply for this subsidy?

The application process commences on 28 November 2024 and will conclude when the full number of subsidies on the project are reached.

How to apply

Saldanha Bay Municipality will set up sessions in Langebaan where applicants can visit for the completion and submission of applications. Applicants may also visit the municipal office in Vredenburg for assistance with subsidy applications.

An Inside Out Day: Guiding Diazville Primary Grade One Learners Toward Joy and Hope

The story of little Joshlin Smith, a Grade 1 learner at Diazville Primary School in Saldanha, has profoundly impacted the local community and her classmates alike. Over the past months, these young learners have grappled with intense emotions in a world that has turned upside down for them.

Deeply moved by Joshlin’s circumstances, the innovative team from the Saldanha Bay Municipality’s Economic Development and Strategic Services Directorate (EDSS) resolved to create an outreach programme specifically for her classmates. The central question guiding their efforts was: How could they assist these young learners in rediscovering joy and hope?

On Friday, 18 October 2024, the Grade 1 class was invited to spend a special day at the Saldanha Bay Municipality. In collaboration with the school, the EDSS team, and external stakeholders—including the Western Cape Department of Education and various generous sponsors—a vibrant programme was established. The day drew inspiration from Pixar’s beloved film Inside Out, which illustrates how a young girl, Riley, navigates her emotions through Joy, Anger, Fear, Disgust, and Sadness.

The outreach initiative aimed to achieve four primary objectives: to uplift the spirits of Joshlin’s classmates, to foster a sustainable connection between the municipality and the Diazville community, to create a special project showcasing the students’ artwork in the newly renovated Building Control Department, and most importantly, to guide the learners back to a place where joy could become the leading emotion in their hearts.

The action-packed day commenced with a tour of the renovated Building Control facilities at the municipality. There, the children learned about the parallels between the physical building blocks used in construction and the emotional “building blocks” shaped by their experiences.

Following this enlightening introduction, the students participated in various activities tailored to reinforce the day’s theme at the municipality’s Tierkloof Venue in Vredenburg.

Throughout the day, the learners enjoyed healthy refreshments as they engaged in activities such as watching Inside Out, creating art with provided materials, and listening to a presentation focused on navigating overwhelming emotions. Moments for play and relaxation were also included, allowing the children to unwind amidst their emotional journey.

A particularly poignant highlight of the day was the unveiling of the Tree of Hope in the Tierkloof garden. Before this moment, each learner had the opportunity to write letters to their friend, Joshlin. These heartfelt notes were placed in a colourful array of bottles and hung on the majestic tree at the entrance to Tierkloof. As the sun shone down, the vibrant bottles created a whimsical display—a beautiful symbol of light, joy, and hope.

NAVIGATING THE HOUSING APPLICATION PROCESS: A GUIDE FROM SALDANHA BAY MUNICIPALITY

Saldanha Bay Municipality works in conjunction with the Provincial Government to attend to the growing need for housing opportunities in the area within the restricts of the relevant legislative framework.

The role of the municipality in the demand and beneficiary management process, is mainly to assist applicants with the completion of the forms and to capture such applications on the system. Once applications are captured and uploaded, the forms are submitted to the Provincial Department of Infrastructure for further processing.

The selection criteria and priorities for a project, for example in the case of the Langebaan Seaview Park Project, are as follows:

Households headed by persons who are 60 years of age or older.
Households headed by Military Veterans.
Households affected by permanent disability.
In the event where further applicants are required, and priority groups have been accommodated on a project, applicants in cohorts of five years younger than 60 years can be selected.

The municipal Housing department extracted the names of prospective applicants from the demand database and submitted the content to the Provincial Department of Infrastructure (Human Settlements).

Screening was completed to identify deceased, establish correct identity details and persons who received subsidies.

The result of the pre-screened list, for the Langebaan Seaview Park Project, was advertised in Weslander on 19 October 2023 and the community were invited to provide input to the list of applicants by 2 November 2023.

In order to be considered and apply for a subsidy the criteria are as follows:

You have been on the municipal housing demand database (i.e. waiting list) for a minimum period of 3 years.
You are a South African citizen or have a permanent residency permit.
You are married or living with a partner.
You are single or divorced and have proven financial dependents permanently living with you.
Your maximum monthly household income is R0 – R3 500 or less before deductions.
You or your partner have never owned property.
You or your partner have never received a subsidy from the government before.

OFFICAL OPENING OF THE LANGEBAAN SPORTS GROUND DEVELOPMENT

The initial phase of the Langebaan Sports Ground Development was officially inaugurated on Friday, 27 September 2024. The ceremonial ribbon-cutting and facility handover were led by Deputy Executive Mayor Cllr. Charmaine Laubscher, alongside Member of the Mayoral Committee Cllr. Wilhelm America, Municipal Manager Mr. Heinrich Mettler, and Director of Community and Operational Services Mr. Louis Volschenk.

Dignitaries from the Municipality, Council, International Rugby Institute, Langebaan Rugby Club, local schools, the business community and the Western Cape Government gathered to celebrate this milestone.

Today, the sports grounds represent the culmination of years of planning and the dedication of visionary individuals who recognised the value of such a facility for the Langebaan community.

The ultimate goal is to create a vibrant hub that host a variety of sporting activities, in addition to the current rugby field and cloakrooms.

In her keynote address, Cllr. Laubscher expressed her immense pride in this achievement, highlighting the importance of unity in sports. She described the new facility as a symbol of Langebaan’s spirit of togetherness and community.

The sports ground development is poised to become a platform for nurturing local talent and promoting sportsmanship, serving as a welcoming home for athletes of all levels and various sporting disciplines.
